Blue Team Wins! Red Team managed to puncture the 3rd floor of Pasqua, but never had any personnel inside the building. The IAEA inspection was never concluded due to the Red Team Attack.
Disclaimer:
This was a simulated exercise, and the mentioned buildings are mostly harmless.
Background
Blue team was been charged with manufacturing 40 kg 94% HEU (Highly Enriched Uranium) 6% niobium right cylinders out of 1 metric ton of HEU, and then machining to a 1 ml surface finish. The basic procedure is shown below. The reason why the HEU is alloyed with niobium is that it makes it chemically stable (Uranium tends to oxidize and small particles are actually flammable in air). And maybe something about bomb making.

We were given an existing building, Pasqua Nuclear Engineering, at the UTK campus to simulate this facility and the security that goes into it. The interior building security is shown in the following figures. Aren't my Ninja's cute? And Rambo?

The external security was designed as follows:
Game Play
The Red Team got always gets the first move. They came in three attacks; the first at time zero, the second around 2.5 minutes, and the third around 8 minutes. The simulation was ended after 10 minutes when the red team was reduced to 25% of their original strength with no red team personnel inside the facility.
The attack was initiated by an insider allowing a van with 6 bad guys in to the parking lot (attack 1). They also had a sniper take out the boat house sniper. Two of the six attacked the guard booth at the foot bridge and managed to kill one of ours guards; the other blue team guard survived to take out the other red team attack on the foot bridge. In the parking lot it turned into a zero sum game, with the red team killing all of the personnel in the parking lot and the blue team killing all attacking red team in the parking lot.
The second attack was a vehicle (had to be Grave Digger) busting down a flight of steps and through our double jersey barrier line of defense (Really? - this was a source of contention). This truck exploded at the 3rd floor and caused the middle section of the 3rd floor of Pasqua to be breached. (Pasqua is built on a step hill, so the third floor is ground level on the northern side, while the first floor is ground level on the southern side). This was followed by another vehicle that was disable by the sniper in Ferris Hall, and the personnel (except for one who apparently ran away) where killed by a combination of 50 caliber machine gun fire and small arms.
The third attack originated from the Boathouse. Smoke was blown, and the guard shack at the start of the blue arrow was breached. The original force was about a dozen. At this point the second 50 caliber machine gun started to lay suppressive fire (turns out that it was ineffective). Blue team personnel in Estabrook provide detailed positions of the Red Team attack force in attack three using thermal imaging googles, and managed to direct fire (and fire their own weapons) to reduce the force to 9. The Red Team than ran from the guard shack to the external shipping and recieving building. Durning this sprint they were exposed to 50 caliber machine gun fire and small arms fire which reduced the Red Team force to four persons, at this time the simulation was ended.

*Article 3 of the NPT states that IAEA safeguards (inspections) cannot hamper the technological and economic development of a country. Article 7 of the NPT Additional Protocols states that inspectors must have access to any area - if there is proprietary technology it must be covered up. Our facility did what Brazil did; deny access to certain parts of the facility.
